About this opportunity

The City of Jacksonville, Florida Housing & Community Development Division is requesting proposals for the Single Family Development pt2 program under Ordinance 2026-65-E, with proposals due August 27, 2026 at 4:00 p.m. ET. Multiple developers will be awarded; the question cutoff has passed (August 10, 2026).

Eligible developers must be Jacksonville-based or possess a Duval County business license, demonstrate a minimum three years of residential construction experience, hold no outstanding defaults with the City or other public agencies, and complete the required developer application. These are mandatory minimum requirements.

The scope calls for construction of new single-family homes for sale to households earning no more than 50% of Area Median Income. Developers may apply for up to four properties per submission. Constructed homes must meet Florida Building Code and City requirements, with sale prices capped at State Housing Initiatives Partnership (SHIP) affordability limits. Developers must begin construction within 90 days of contract execution and deliver completed homes to eligible very low-income homebuyers within a prescribed timeframe.

Contract pricing is structured as a reimbursement loan from the City, fully repaid at home closing. SHIP funds are available to support multiple developers. The initial contract term commences upon execution and runs for one year, with possible extensions contingent on performance and fund availability.

Evaluation criteria (maximum 100 points) weight developer capacity and experience at 30 points; financial project feasibility at 15 points; cost reasonableness and SHIP allowable-cost alignment at 20 points; ability to meet delivery timelines at 20 points; and construction and design quality at 15 points. Proposals are limited to 30 single-spaced pages excluding appendices and must be submitted through the City's e-procurement system 1Cloud. Contractors must comply with E-Verify requirements and maintain specified insurance coverage throughout the contract term. No federal funding applies to this award.
