About this opportunity
Cameron County, Texas is soliciting bids on signs, posts, and miscellaneous road supplies under Bid #2630, with bids due October 7, 2026 at 3:00 p.m. and public opening at 3:01 p.m. at the Cameron County Courthouse in Brownsville. The county intends to award the contract to three tiers of suppliers (Primary, Secondary, and Tertiary) based on net unit cost, with no single contractor receiving more than one tier award — a key competitive constraint.
The scope encompasses approximately 65 line items including aluminum signs with reflective sheeting, post caps, brackets, speed limit signs, warning signs, stop signs, and road markers. All signs must comply with MUTCD color and design requirements and feature .080 aluminum with high-intensity prismatic or diamond-grade reflective sheeting.
The contract runs November 16, 2026 through November 15, 2027, with mutually agreed options to renew once or twice for one additional year each, with prices and terms remaining constant pending Commissioners' Court approval. Pricing must be firm for the entire contract term; price increases are limited to Preventive Maintenance Annual Local Labor Union Wage Rate adjustments supported by U.S. Department of Labor Consumer Price Index documentation. Bidders must provide delivery times, include all freight and shipping charges F.O.B. inside delivery to designated county locations, and meet specified packaging requirements.
Cameron County is exempt from state and federal excise tax and will not include taxes in bid pricing. Bidders must submit references from three current customers, complete the Texas Ethics Commission Form 1295, provide a notarized affidavit, and submit compliance certifications including conflict-of-interest questionnaires, debarment certification, and residence certification. Criminal background checks are mandatory for all personnel performing work on county sites. The county reserves the right to accept or reject any or all bids, award by item category or total bid, hold bids for 60 days without action, and add additional county departments to the award.
