About this opportunity

Opportunities for Ohioans with Disabilities (OOD) is seeking vendors to provide comprehensive sign language interpreting (SLI) and deaf interpreting (DI) services across all 88 Ohio counties through a Request for Quote (RFQ). The procurement aims to secure qualified interpreters for on-site and remote services to support OOD employees during meetings, trainings, and forums, with services typically required during standard working hours (7:00 am to 5:00 pm, Monday through Friday). Vendors must be prepared to accommodate interpreter scheduling with at least three business days' notice, though occasionally shorter notice may be required. The contract will be awarded to the lowest responsive and responsible bidder, with a targeted contract period from July 1, 2025, to June 30, 2027, and potential renewals for up to 24 additional months. Respondents must complete multiple attachments, including experience summaries, certification statements, and a financial response form detailing hourly rates for interpreting services. The solicitation requires vendors to demonstrate compliance with Americans with Disabilities Act (ADA) requirements for effective communication support and provide qualified interpreters to ensure equal participation in public services and activities.

The contract opportunity appears to have no specific set-aside designations, but respondents must submit an Affirmative Action Program Verification and comply with state regulations regarding ethics, equal employment opportunity, and veteran-friendly business practices. The procurement is funded through federal grants from the U.S. Department of Education and Department of Health and Human Services, with OOD receiving $166,384,030 in federal funds in the federal fiscal year 2024, supplemented by state appropriations covering 21.3% of total costs. While specific budget ranges are not explicitly stated, the statewide scope and comprehensive service requirements suggest a significant potential contract value. Vendors must be prepared to provide interpreting services across diverse geographic regions and potentially varying service contexts. The solicitation emphasizes the importance of communication accessibility and the need for qualified, professional interpreters who can support individuals with hearing disabilities across all Ohio counties.
