About this opportunity
Sacramento Housing and Redevelopment Agency (SHRA) is requesting quotations for on-site shredding services across 12 locations with 25 shred bins total, with quotations due July 20, 2026, at 2:00 PM via OpenGov portal and questions due July 9, 2026, at 11:00 AM.
This is a HUD-funded contract subject to Section 3 compliance requirements under 24 CFR Part 75. Contractors must ensure that at least 25 percent of total labor hours are performed by Section 3 workers (low or very low-income persons earning up to $72,050 annually) and at least 5 percent by Targeted Section 3 workers (Section 3 business employees, public housing residents, voucher holders, and YouthBuild participants). Monthly Section 3 reporting is mandatory; projects failing to meet benchmarks must submit a Qualitative Efforts Report detailing recruitment and outreach activities.
SHRA requires monthly scheduled shredding services including collection, transportation, on-site destruction via mobile shredding vehicle, and recycling of confidential documents in compliance with federal, state, and local laws. The Agency operates a 9/8/80 schedule (Monday–Thursday 7:30 AM–5:30 PM, Friday 7:30 AM–4:30 PM with closure every other Friday). Service locations span Sacramento County and San Francisco City jurisdictions, with primary hubs at SHRA headquarters (801 12th Street, 5 bins), the HCV office (630 I Street, 7 bins), and HCV/PHA facility (600 I Street, 4 bins), plus nine residential properties.
Contractors must possess minimum five years' experience with mobile shredding services and maintain commercial general liability ($1 million per occurrence, $2 million aggregate) and automobile liability ($500,000) insurance. Preferred qualifications include NAID AAA certification and government agency experience. All bidders must be registered in SAM.gov with valid UEI, submit debarment certification and W-9, and accept SHRA's standard contract terms without material exceptions.
The anticipated contract term is two years with three optional one-year renewal periods at the Agency's sole discretion. SHRA intends to award one agreement but reserves the right to make multiple awards or award specific components. Quotations must include detailed pricing for monthly bin service, additional bins and boxes, additional sites, and off-schedule/emergency visits. The contract is not subject to prevailing wage requirements.
