All products must be kosher for Passover certified and shelf-stable for one year—the key compliance filters. The scope covers six meal varieties: Beef Goulash with Potatoes and Vegetables, Bone-In Chicken with Potatoes, Poached Salmon with Potatoes and Carrots, Beef Stuffed Cabbage in Tomato Sauce, Spanish Omelet with Potatoes, and Cheese Scrambled Eggs with Potatoes. All meals must be packaged 12 per case with a net weight of 12 ounces or greater per meal and meet specified caloric requirements ranging from 230 to 560 kilocalories per case. The estimated annual quantity is 2,775 cases total across all six items.
The estimated contract value is not specified. The initial term is one year from the effective date of execution, with options to renew for up to two additional one-year terms upon written notice 30 days prior to expiration. Bid prices must remain firm for 180 days from the contract effective date and must include all transportation, delivery, handling, and administrative costs on a Free-On-Board Destination basis to the NC Department of Adult Correction Central Warehouse in Raleigh. Delivery must occur within 30 calendar days of purchase order receipt during warehouse hours of 6:30 AM to 5:00 PM ET, Monday through Thursday, excluding holidays.
Award will be made to the lowest responsive bid meeting specifications; the State reserves the right to award to a single vendor or make separate awards by line item. Vendors must provide evidence of financial stability and references, and comply with alcohol/drug-free workplace policy, E-Verify requirements, and PREA standards. Samples are required only for products not bearing approved labels from Alle Processing—Meal Mart. Written questions are due September 8, 2026 at 2:00 PM ET, with responses by September 10, 2026 at 4:00 PM ET.
