About this opportunity
The City of Jacksonville, Florida Office of Public Parking is requesting proposals for a shared micromobility provider to operate a city-wide eBike and eScooter sharing service, with proposals due July 28, 2026 at 4:00 PM EST and a question cutoff of July 14, 2026. The City will select up to two operators to deploy a combined total of up to 3,140 vehicles across four designated program operation zones, though bidders should assume only one operator will be selected. This is a revenue-generating bid with pricing as a single line item requiring a minimum bid of $1.00.
Qualification requires current operation of a shared micromobility fleet of 1,000 or more eBikes and/or eScooters in at least two Florida municipalities; proposers must provide references from those operations. All operators must comply with Jacksonville Code and Florida State Statute micromobility provisions and program-specific rules administered by the City at its sole discretion.
The initial contract term is three years with two optional one-year renewal periods. The City encourages participation of Jacksonville Small and Emerging Businesses (JSEBs) and mandates payment to JSEB subcontractors within seven business days of receiving progress payments. Operators must enroll in the federal E-Verify program within 30 days of contract execution and maintain general liability, automobile, and workers' compensation insurance with the City listed as additional insured.
Evaluation is multiattribute scoring on a maximum of 150 points, covering proposal responsiveness, operator capacity and skill, experience in similar markets, technology and data reporting capabilities, public outreach and accessibility programs, and client references. The City reserves the right to conduct interviews and demonstrations with the top three ranked proposers, with interview logistics the sole responsibility of proposers. Award will be to the highest-ranked responsive and responsible bidder. The City retains the right to terminate for convenience, suspend work, or unilaterally modify vehicle deployment caps. Performance occurs primarily within Duval County, Florida.
