About this opportunity

The Town of Westminster, Massachusetts is soliciting sealed bids on the installation and operational startup of an IXOM GridBee SN Series trihalomethane (THM) removal system within two water storage tanks under a lump-sum and unit-price contract, with bids due September 16, 2026. The project is subject to Build America, Buy America (BABA) requirements, mandating that all iron, steel, manufactured products, and construction materials be produced in the United States.

Bidders must demonstrate a minimum of 10 years of experience and successful completion of at least 10 TTHM removal system installation projects in water storage tanks of similar scope within the past 10 years — the primary capability filter.

The scope comprises installation and commissioning of an aeration system and ventilation blower within a 1 million gallon prestressed concrete water storage tank at Shady Avenue and a 0.37 million gallon Glass Fused-to-Steel bolted tank at Ellis Road. The contract includes additive alternate bid items. Bids shall include three allowance items: $500 for monthly diesel fuel price adjustment, $500 for monthly gasoline price adjustment, and $15,000 for electric utility allowance. An optional additive alternate is available for a two-year manufacturer service plan on the TTHM removal equipment.

Substantial completion of the Shady Avenue tank is required by December 15, 2026 (Milestone 1), with overall substantial completion by April 30, 2027, and final completion by June 30, 2027. Liquidated damages of $1,500 per day apply for failure to meet each deadline. The bid deposit is 5 percent of the maximum bid price in the form of a certified check, bank money order, or bid bond. Performance and payment bonds are required. Massachusetts prevailing wage rates and federal Davis-Bacon minimum wage rates apply. The project is partially funded through a Water Infrastructure Improvement for the Nation (WIIN) grant.
