About this opportunity
The Commonwealth of Massachusetts Office of Grants & Research is issuing a Notice of Availability of Grant Funds for the Senator Charles E. Shannon Jr. Community Safety Initiative (Shannon CSI) Grant Program, with applications due September 25, 2026 at 4:00 p.m., and expects to distribute approximately $8.9 million across eligible Shannon CSI sites for the SFY2027 performance period.
Eligible applicants are municipal entities serving as lead applicants and fiscal agents that can demonstrate proven gang-related activity supported by local statistical data. The program supports regional, multidisciplinary approaches to combat gang violence through coordinated prevention and intervention, law enforcement, prosecution, and reintegration strategies aligned with the Office of Juvenile Violence Justice and Delinquency Prevention (OJJDP) Comprehensive Gang Model. Preference is given to applications demonstrating high levels of youth violence and gang problems, regional multi-jurisdictional collaboration with written commitments from municipalities and partner agencies, comprehensive measurable outcomes linked to the OJJDP model, and a history of responsible Shannon grant management.
Eligible youth participants must be ages 10–24, residing in identified high-risk areas, and at-risk or involved in gang activity. Grant funds support personnel, law enforcement overtime, fringe benefits, contractors and consultants (capped at $650 per day or $81.25 per hour), subawards, travel at $0.70 per mile, equipment, supplies, and other direct costs, with administration capped at 10% of the state award. Grant funds cannot be used for incentives, cash reserves, or food and beverages. Applicants must provide a 25% match of grant funds. Performance periods run January 1, 2027 through December 31, 2027, for a single-year funding cycle. Award notification is anticipated in December 2026. Questions are due September 4, 2026, with responses posted by September 10. Letters of intent are strongly encouraged by September 10, though not required. Awarded municipalities must establish active steering committees, maintain a site program director, submit bi-annual programmatic reports, partner with Local Action Research Partners and Statewide Research Partners, implement the Shannon Youth Violence Risk Assessment tool, and ensure police departments submit monthly crime data to the Massachusetts State Police Crime Reporting Unit and juvenile lockup data through CJIS/LEAPS.
