About this opportunity
The State of Hawaii, Department of Business, Economic Development & Tourism (DBEDT), State Foundation on Culture and the Arts (SFCA) is requesting proposals for professional photographic services to document the Art in Public Places collection and Commissioned Works of Art, with proposals due September 30, 2026 at 2:00 p.m. HST via the Hawaii Electronic Procurement System (HIePRO).
The scope comprises approximately 24 primary-location photographic sessions at the Capitol District Building (250 South Hotel Street, Honolulu) and approximately 10 off-site and neighbor-island sessions over a twelve-month period from October 5, 2026 through October 4, 2027. Each primary-location session will average 3.5 hours to document approximately 20 artworks; commissioned-works sessions will focus on 3–5 artworks per day. Sessions are scheduled between 9:00 a.m. and 8:30 p.m. The contractor must deliver all digital imagery as "works made for hire" owned exclusively by the SFCA with worldwide copyright ownership and no restrictions on state use. Six digital file formats per artwork are required, including master TIFF files and multiple JPEG formats at specified resolutions, with deliverables due within fifteen business days following each photoshoot. The contractor is responsible for all travel expenses, including airfare, ground transportation, and lodging for neighbor-island documentation.
Before proposal submission, the contractor must be registered and "Compliant" on Hawaii Compliance Express (HCE) in accordance with Hawaii Revised Statutes 103D-310(c). Commercial General Liability insurance of $1,000,000 per occurrence ($2,000,000 aggregate) and Automobile Liability insurance of $1,000,000 per accident are mandatory.
Pricing must be submitted as a total lump sum for the one-year service period, covering all labor, equipment, post-processing, travel, and Hawaii General Excise Tax. Pricing is guaranteed for the initial twelve months; cost increases after year one are limited to documented manufacturer, supplier, or freight increases. The contract may extend for one additional twelve-month period upon mutual written agreement, with the State retaining termination rights upon ninety days' prior written notice.
Evaluation criteria total 25 points: Technical Expertise & Visual Portfolio (15 points), Cost/Price (5 points), and Past Performance (5 points). Questions are due September 16, 2026 at 2:00 p.m. HST; answers to questions are due September 25, 2026. Award is anticipated October 2, 2026. All proposals are firm for ninety days after the proposal due date.
