About this opportunity
The City of Meriden Department of Public Utilities Sewer Division is requesting proposals for comprehensive maintenance, lining, and re-lining services for the City's sewer infrastructure under RFP027-21, with proposals due October 1, 2026 at 11:00 a.m. and questions due September 24, 2026 at 4:00 p.m. A critical qualification filter requires proposers to demonstrate experience lining at least 3,000,000 linear feet of pipe with a minimum of 250,000 linear feet of 24-inch or larger diameter pipe, and to self-perform 100 percent of all work without subcontracting.
The scope encompasses maintenance and lining services across approximately 210 miles of sewer lines including mains, interceptors, force mains, three pump stations, and two existing siphons. Existing pipe materials include vitrified clay, brick, asbestos concrete pipe, cast iron, ductile iron, and PVC in diameters ranging from 8 inches to 48 inches. Pricing is structured as unit rates covering cured-in-place pipe (CIPP) lining for various diameters from 6 inches to 48 inches, spot repairs, lateral testing and sealing, manhole repairs and coatings, and pipe cleaning services. The City is exempt from federal excise taxes and Connecticut state sales and use taxes, which must not be included in proposals.
The initial contract term is one year with up to four one-year renewal options, for a potential total term not to exceed five years. Payment is due no less than thirty days following completion of services. The successful contractor must comply with Connecticut Prevailing Wage Rates, the Federal Davis Bacon Act, and CHRO set-asides. Insurance requirements include general liability, automobile liability, and workers' compensation coverage as determined by the City's Risk Manager. Proposals must be submitted electronically via the City eProcurement Portal.
