About this opportunity

Fairfax County Department of Public Works and Environmental Services is soliciting sealed proposals for gravity sewer rehabilitation services under RFP 2000004243, with proposals due September 18, 2026 and an optional pre-proposal conference on August 12 via Microsoft Teams. The County anticipates awarding up to two contracts and is subject to prevailing wage requirements for construction valued at $250,000 or more under Fairfax County Code Chapter 2, Article 3.

Scope covers trenchless rehabilitation of pipelines from 8-inch through 21-inch diameter and 48-inch through 60-inch sewer manholes using CIPP (UV, water, steam, and ambient cure), non-CIPP alternatives, grouting, internal point repairs, and manhole rehabilitation. Historical data indicates approximately 86,000 linear feet of sewer per fiscal year and 300 vertical feet of 4- to 5-foot diameter manholes annually, split roughly 50% roadway and 50% off-roadway. Contractors must hold a Class A Virginia Contractor's License and demonstrate minimum three years of North America experience with 50,000 linear feet of 8-inch to 18-inch sanitary sewer rehabilitation using proposed methods, plus 1,000 vertical feet or 100 manholes of manhole rehabilitation experience.

The contract term is two years from award with three additional optional one-year renewal periods at the County's discretion. Pricing shall be firm-fixed for the initial 365-day period; subsequent years allow adjustments based on Consumer Price Index (CPI-U) or other relevant indices, subject to 60 days' advance notice. Contractors must maintain a rolling $1,000,000 performance and payment bond and provide statutory workers' compensation ($1,000,000), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), and automobile liability ($1,000,000 per occurrence/aggregate). Evaluation allocates 35 points to experience and qualifications, 45 points to technical approach and understanding of needs, and 20 points to cost. The contract is subject to appropriations by the Fairfax County Board of Supervisors.
