About this opportunity
The Town of Cary is requesting proposals for mowing and vegetation management services on sanitary sewer easements throughout its service area, with proposals due October 28, 2026 at 4:00 p.m. ET and questions due October 14, 2026.
The Town maintains approximately 1,000 miles of sanitary sewer infrastructure, with roughly half located within easements requiring routine vegetation management to ensure safe access for preventative maintenance, inspections, cleaning, and emergency repairs. The scope spans mowing, flagging, cutting, clearing, and related vegetation management across residential, commercial, undeveloped, and wooded properties of varying sizes and terrain. Proposers must price three line items separately: flagging easements (hourly rate), easement cutting for areas with three years or less of growth (price per linear foot), and easement clearing for areas with more than three years of growth (price per linear foot), and provide a total not-to-exceed cost. Proposers must submit five references for similar work performed within the past five years; evaluators will contact at least three. Financial documentation must include recent audited, reviewed, or compiled financial statements prepared by an independent CPA.
The initial contract term is three years, with options for up to two additional one-year renewals based on satisfactory performance and mutual agreement. Contract award is anticipated November 6, 2026, with an effective date of November 30, 2026. Evaluation is weighted: team organization, references, and past experience (35 percent), contractor personnel (20 percent), equipment and resources available (25 percent), and cost proposal (20 percent). Insurance requirements include commercial general liability ($1 million per occurrence / $2 million aggregate), workers' compensation at statutory limits, and commercial automobile liability ($1 million CSL), with the Town named as an additional insured on all policies except workers' compensation. Proposals must be submitted electronically through the North Carolina Electronic Vendor Portal (eVP). The Town's responses to written questions will be posted by October 21, 2026.
