About this opportunity
California Department of Parks and Recreation, San Luis Obispo Coast District is requesting bids for vault toilet and holding tank pumping services at Montana de Oro State Park (MDOSP), with bids due August 7, 2026 by 3:30 p.m. PST. A 5% small-business preference applies to California-certified small businesses or non-certified businesses subcontracting 25% or more with certified small business subcontractors; the DVBE Incentive Program also applies with no minimum participation requirement, offering incentive amounts up to 5% of the lowest responsive bid (capped at $100,000 combined with other incentives and preferences).
Services include pumping one 1,000-gallon holding tank at the Ranch House and eighteen vault toilets across three park locations: Horse Camp (four toilets, monthly service); Islay Creek and Spooner's Cove (nine toilets, bi-weekly May 1–October 31 and monthly November 1–April 30); and an additional location (five toilets). The contractor must provide all labor, equipment, materials, servicing supplies, safety equipment, and water supply. Service technicians must maintain detailed service logs documenting tanks serviced and gallons pumped, submit waste-disposal receipts with invoices, and provide service evaluation reports to the State Representative following each service. Work is performed between 8:00 a.m. and 5:00 p.m. on scheduled days at 3550 Pecho Valley Road, Los Osos, CA 93402.
The estimated total contract cost is $490,000 over a five-year term from October 13, 2026 through October 12, 2031. The contract is awarded to the lowest responsible bidder. Bids must be submitted electronically in PDF format to DPR.BidsSLOCoastDistrict@parks.ca.gov and remain valid for 30 calendar days after opening.
