About this opportunity

Sunbelt Fresh Water Supply District is soliciting sealed electronic bids for construction of the Seven Mile Water Plant Expansion in Harris County, Texas, with bids due August 27, 2026 at 10:00 a.m. local time via Civcast. The project is contingent upon release of funds from the Texas Water Development Board and is subject to prevailing wage requirements and United States Iron and Steel provisions under Texas Water Code 17.183 and Texas Government Code Chapter 2252, Subchapter G.

The scope includes constructing a new 220,000-gallon ground storage tank, replacing booster pumps, implementing electrical improvements, and performing miscellaneous site improvements at the existing Seven Mile Water Plant. A required site visit must be conducted during normal working hours; a non-mandatory pre-bid conference is scheduled for August 20, 2026 at 11:30 a.m. via conference call.

Award will be made to the responsible bidder submitting the lowest responsive bid. Bid security of five percent of the maximum bid price must be submitted as a bid bond from a surety meeting specified requirements. The successful bidder must execute the agreement and furnish required performance and payment bonds within ten days of Notice of Award.

Harris County's Minimum Wage Policy establishes a minimum wage of $21.65 per hour for all construction work. Prevailing wage rates apply to utilities construction and heavy construction types in the relevant Texas counties. The owner is exempt from Texas state sales and use taxes on materials and equipment incorporated into the work (Exemption No. 76-0505304).

Bidders must register as plan holders at www.CivcastUSA.com, submit a Certificate of Interested Parties form (TEC Form 1295) and a Conflict of Interest Questionnaire at the time of bid, and obtain all bidding documents, addenda, and notifications exclusively through the designated website. Bids will be publicly opened and read via conference call with a time-stamped summary released.
