About this opportunity

The New York City Department of Education (NYCDOE), specifically the Office of Safety and Youth Development (OSYD), is seeking proposals from organizations capable of providing comprehensive services to promote safe and supportive school communities across all New York State counties, with a specific focus on Kings County. The procurement opportunity is an open-ended solicitation seeking vendors to deliver multi-faceted youth development services addressing critical school community needs. Proposed services must encompass areas such as Social Emotional Learning, Behavior Management, Diversity Promotion, Facilitation Skills, Team Building, Integrated Services, Restorative Approaches, School Culture and Climate Enhancement, and Substance Abuse Prevention and Intervention. Vendors can propose for one or multiple components, with a required submission of proposals to 65 Court Street, Room 1201, Brooklyn, NY 11201, and electronic copies to DCPSubmissions@schools.nyc.gov. The solicitation, which was posted on September 2, 2020, has an extended due date of August 25, 2045, at 1:00 PM, with questions to be directed to ISPSupport@schools.nyc.gov. Proposing organizations must demonstrate experience in delivering high-quality services to administrators, school personnel, central staff, students, and families.

This contract opportunity does not include a Service-Disabled Veteran-Owned Set Aside designation, meaning all qualified organizations can potentially respond. The procurement is structured as an open enrollment contract with a five-year term, allowing multiple vendors to be selected based on their proposed service components. While specific budget ranges are not explicitly stated, the comprehensive nature of the solicitation suggests significant potential contract values across various service categories. The NYCDOE's approach indicates a preference for vendors with proven expertise in creating holistic, research-based youth development programs that integrate direct student services with professional development, family training, and broader school-wide initiatives. Interested organizations must provide detailed proposals demonstrating their capacity to support safe, supportive, and inclusive school environments, with a particular emphasis on connecting direct interventions to systemic capacity building. Vendors are required to submit comprehensive documentation including company details, tax identification, and relevant experience to be considered for potential contract awards.
