About this opportunity

The City of Portland Bureau of Transportation (PBOT) is requesting proposals for on-call creative services consulting to develop marketing, promotional, and informational materials for transportation campaigns, with proposals due November 6, 2026 at 4:00 p.m. Pacific Time and an optional pre-proposal meeting on October 20, 2026 at 1:00 p.m. Pacific Time. This is a price agreement structure with no guaranteed minimum or maximum, issued as RFP Doc2383316967.

All workers must be paid a minimum of 180% of Oregon's state minimum wage, currently $30.24 per hour for fiscal year 2026-27, enforced under Portland City Code 7.07.060.C. Contractors must demonstrate ability to hire and compensate talent in compliance with Portland Clean Energy Community Benefits Fund (PCEF) wage requirements, secure production equipment, deliver assets in multiple file formats, and pay subcontractors and talent directly.

The scope encompasses photography, print advertising, video production ranging from 15-second social media shorts to 10-minute full-length videos, and community engagement and outreach, with primary focus on bicycle messaging campaigns. The forecasted scope anticipates 1–3 campaigns per calendar year, totaling 4–6 campaigns over the contract period. Work takes place in the Portland Metro area. The City intends to award a four-year Price Agreement with two optional one-year renewals. The City provides campaign concepts, project timelines, budgets, and Project Manager support; performance is tracked on campaign deliverables, impressions/views, engagement metrics, and survey data collected annually or every 1–2 years.

Proposals are evaluated on proposer capabilities (25%), response to Scope of Work (25%), corporate responsibility (20%), references (10%), and pricing (10%). Proposers must submit three client references from projects completed within the past five years of similar scope and complexity, and address equal employment opportunity practices, minority- and women-owned business subcontracting approaches, and sustainable business practices. The proposal limit is twenty pages. Pricing must include estimated costs or fixed-price estimates with hourly rates per staff member and estimated hours per task. The City intends to post a Notice of Intent to Award on December 18, 2026. Questions must be submitted at least seven calendar days before the proposal deadline. Proposals are submitted through the City of Portland Bid Portal (SAP Business Network Discovery). Contact: Tristan Sakamoto, Senior Procurement Specialist, (503) 823-8867 or Tristan.Sakamoto@portlandoregon.gov.
