About this opportunity

The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is requesting proposals for untrained service canine candidates under RFP BPM007725, with proposals due August 25, 2026 at 3:00 p.m. Arizona MST and a mandatory pre-offer conference on August 11, 2026 at 1:00 p.m. Arizona MST at ADCRR's Phoenix headquarters or via virtual Google Meet. Attendance at the pre-offer conference is a requirement for offer acceptance.

The scope covers untrained service dog candidates from eight specified retriever and herding breed lines: Golden Retrievers, Labrador Retrievers, Vizslas, Springer Spaniels, German Short-Hair Pointers, Malinois, German Shepherds, and Dutch Shepherds. Candidates must be between one and three years old, weigh between 50 and 100 pounds, possess import stock or equivalent established working bloodlines, and pass ADCRR's Raw Talent Selection Test for patrol and detection capabilities. Offerors must provide current international health certificates confirming freedom from hip and elbow dysplasia and veterinary documentation that candidates are cancer-free with good to excellent hip and spine conditions.

Pricing must be fixed for untrained candidates and inclusive of shipping and transportation costs if purchased. No minimum purchase commitments or quantities are guaranteed. Contractors must provide replacement canines at no cost to ADCRR within eighteen months for congenital defects and guarantee all purchased canines are exchangeable for any reason within one year of receipt for performance issues, excluding handler-induced problems. If a contractor's location is more than 1,300 miles from Phoenix, testing will be conducted via video submission with the contractor arranging transportation to Phoenix.

The initial contract term is twelve months with ADCRR's option to extend in increments of one or more months, not to exceed five years aggregate. ADCRR reserves the right to make multiple awards or award by individual or grouped line items. Evaluation prioritizes Experience and Qualification (weighted most heavily), followed by Method of Approach, then Cost. Offerors must hold initial offers open for 180 days. All submissions are through the Arizona Procurement Portal; no other submission method will be accepted.
