About this opportunity
Gainesville Regional Utilities is requesting proposals for perimeter security fence installation at the Serenola Substation (4303 SW 40th Boulevard, Gainesville, Florida) under an RFP with proposals due July 2, 2026 at 2:00 PM and a mandatory pre-proposal meeting on June 8, 2026 at 1:00 PM.
The scope encompasses approximately 1,150 feet of 7-foot galvanized chain-link fencing (9-gauge or larger) along the forward-facing property boundary, two 20-foot-wide heavy-duty industrial swing-style gates with high-security padlock hardware positioned 85 feet from the road, grounding and bonding of the fence to the substation ground grid per IEEE 80-2013 standards, seven tamper-resistant "No Trespassing" signs, and bottom tension wire or deadman anchors. The vendor is responsible for site surveys, 811 underground utility marking, permit acquisition and fees, detailed execution planning, grounding and bonding reports, and waste removal. NERC CIP compliance is required for critical infrastructure access; employees must pass background checks and drug screening.
Award will be made to the best evaluated respondent based on price, electrical grounding capabilities, hardware durability and specifications, vendor performance and public utility experience, and vendor safety record. A Bid Bond equal to 5 percent of the submitted price is required; if awarded, the contractor must provide Performance and Payment Bonds equal to 100 percent of the contract price before commencing work.
Insurance requirements include Commercial General Liability of $1 million, Automobile Liability of $500,000, and Workers Compensation meeting Florida statutory requirements. All materials and equipment must be delivered FOB Destination with freight included. Responses must remain valid for 60 calendar days from the solicitation due date. Questions are due June 22, 2026 at 4:00 PM. GRU reserves the right to reject any or all responses, waive informalities, or terminate for convenience with 30 calendar days' written notice.

Update #2 · Latest ·
It is the intent of this solicitation to engage a qualified contractor to provide mulching and disposal services for vegetative waste.
Update #1 ·
This project involves the installation of a high-security perimeter fence at the Serenola Substation to establish a robust physical deterrent against intruders and trespassers. While the interior electrical equipment is already secured by an existing enclosure, this new installation will encompass the broader property boundary, creating a secondary layer of defense as part of our critical infrastructure protection strategy. The goal is to harden the site's outer perimeter while ensuring the operational continuity of Alachua County's power grid. The installation requires approximately 7-foot high chain-link fabric. A critical component of the scope includes the installation of two 20-foot-wide custom gates positioned on either side of the substation. These gates must be engineered with an 85-foot setback from the road to allow for safe vehicle queuing and will be secured using heavy-duty industrial padlocks.
