About this opportunity

New Mexico's Aging & Long-Term Services Department is awarding a sole-source contract for senior volunteer services in Colfax County, with proposals due August 1, 2026. The procurement is restricted to Citizens for the Developmentally Disabled, Inc., the federally designated AmeriCorps Seniors grantee for the county — AmeriCorps Seniors federal policy prohibits dual or competing programs within a single service area, and Citizens for the Developmentally Disabled is the only entity authorized to operate these programs in Colfax County.

The scope encompasses administration of the Foster Grandparent Program (FGP) and Senior Companion Program (SCP) under AmeriCorps Seniors. FGP requires recruitment and placement of a minimum of 7 Volunteer Service Years (VSYs) and 7,308 service hours, serving youth under 21 with special or exceptional needs. SCP requires 5 VSYs and 5,220 service hours, serving adults aged 55 and older with health and functional limitations. Total annual service delivery is 12,528 hours across 12 volunteer positions.

The total contract allocation is $108,333.34, comprised of $63,046.13 for FGP and $45,287.21 for SCP. Monthly reimbursement invoices are capped at fifty percent of the total allocation for the first six months (September through December 2026) per state budget restrictions. The contractor must budget a mandatory $4,176 per VSY in volunteer stipends at $4.00 per hour for both programs.

The contract term runs from September 1, 2026 through June 30, 2027. The contractor must maintain compliance with AmeriCorps Seniors federal regulations, New Mexico state laws, and departmental policies, including quarterly progress milestones and semi-annual narrative reporting due February 1 and June 30. Monthly invoices must be submitted to the Revver system with supporting documentation, and records must be retained for a minimum of six years. The department will conduct periodic site visits and monitoring to ensure compliance with performance measures and fiscal requirements.
