About this opportunity

The New Mexico Aging and Long-Term Services Department (ALTSD) is soliciting proposals for senior volunteer services covering four federally-authorized programs—Foster Grandparent Program, Senior Companion Program, Care Companion Program, and RSVP—with proposals due August 1, 2026. This is an emergency procurement funding seven incumbent contractors across multiple New Mexico counties for a 60-day period from July 1 through August 31, 2026, pending sole-source awards for the full fiscal year beginning September 1, 2026.

Contractors must be officially designated AmeriCorps Seniors programs with current federal E-Grant applications and budgets. Scope includes volunteer recruitment and placement; staff management; fiscal accounting; quarterly progress tracking and volunteer satisfaction surveys; assignment plan development; background checks; and compliance with AmeriCorps Seniors federal guidelines. Volunteer stipends are $4.00 per hour for Foster Grandparent, Senior Companion, and Care Companion programs. Contractors serve adults aged 55 and older in mentorship, companionship, and community-support roles.

The total emergency procurement is $178,876.48 distributed among seven contractors: Chaves County Joy Center ($17,000), Community Services Center ($43,000), Citizens for Developmentally Disabled ($21,666.66), Deming/Luna County Commission on Aging ($13,242.53), Sierra Joint Office on Aging ($15,500), Southeast New Mexico Community Action Corp ($23,666.66), and HELP New Mexico, Inc. ($137,786.49). Contractors must submit monthly invoices, semi-annual narrative reports, and quarterly volunteer data reports. Monthly invoices cannot exceed 50% of total allocation during the July–December period. The Department conducts unannounced site visits and monitoring throughout the contract term. Reimbursement restrictions apply to raw food costs (except recognition events), staff mileage, gift cards, cash bonuses, and individual purchases exceeding $500 without prior approval. Documentation must be retained for six years.
