About this opportunity

The New Mexico Aging & Long-Term Services Department is executing emergency procurement for senior volunteer program services across seven service areas in New Mexico through August 31, 2026, with proposals due August 1, 2026. This is a sole-source continuation mechanism to maintain federal AmeriCorps Seniors funding pending formal awards for the fiscal year beginning September 1, 2026.

The scope covers four AmeriCorps Seniors programs — Foster Grandparent Program, Senior Companion Program, Care Companion Program, and RSVP — serving counties across the state. Contractors recruit and place volunteers aged 55 and older to provide mentoring to youth with special needs, companionship to seniors with functional limitations, facility-based long-term care support, and community service. All contractors must be designated official AmeriCorps Seniors programs and comply with federal AmeriCorps handbooks and state regulations 9.2.14, 9.2.15, and 9.2.16 NMAC. Contractors must provide criminal background checks at their own expense and maintain staff capacity for program management, volunteer supervision, accounting, data collection, and reporting. Performance requirements include meeting Volunteer Service Year targets ranging from 1 to 5 VSYs per contractor, maintaining minimum service hours, submitting monthly invoices with supporting documentation, completing semi-annual narrative reports by February 1 and June 30, and submitting quarterly volunteer data reports on departmental calendars.

The total emergency procurement allocation is $177,409.38 across seven named contractors serving specified counties: Chaves County Joy Center ($17,000), Community Services Center ($43,000), Citizens for Developmentally Disabled ($21,666.66), Deming/Luna County Commission on Aging ($13,242.53), Sierra Joint Office on Aging ($15,500), Southeast New Mexico Community Action Corporation ($23,666.66), and Community Services Center for Roosevelt and Curry Counties ($43,000). State funding is calculated at $9,000 per VSY with mandatory volunteer stipends of $4.00 per hour for Foster Grandparent and Senior Companion programs; RSVP allocations are calculated at $1,000 per volunteer. Monthly reimbursement invoices are capped at 50% of the total allocation during the July through December period. The emergency procurement covers July 1 through August 31, 2026 (60 days). The department reserves the right to conduct unannounced site visits, desk reviews, and audits for fiscal and programmatic compliance.
