About this opportunity
New Mexico's Aging & Long-Term Services Department is executing emergency procurement for senior volunteer services across multiple counties through August 31, 2026, with a total allocation of $177,409.84 distributed among seven designated AmeriCorps Seniors contractors. This is a sole-source emergency procurement necessitated by the need to maintain continuity of federally-funded programs while full-year sole-source contracts are being finalized.
The seven contractors are Chaves County Joy Center (Chaves County), Community Services Center (Roosevelt and Curry Counties), Citizens for Developmentally Disabled (Colfax County), Deming/Luna County Commission on Aging (Luna County), Sierra Joint Office on Aging (Sierra County), and Southeast NM Community Action Corp (Eddy County). Services encompass Foster Grandparent Program (one-on-one mentoring and tutoring for youth with special needs), Senior Companion Program (supportive services for older adults with health and functional limitations), Care Companion Program (companionship for facility residents), and Retired Senior Volunteer Program (community volunteer placements), with volunteer service year targets and corresponding service hour requirements specified for each contractor and program.
Individual contract amounts range from $13,242.53 to $43,000.00. Volunteer stipends are paid at $4.00 per hour for Foster Grandparent Program and Senior Companion Program participants, with mandatory minimum allocations of $4,176 per volunteer service year. RSVP allocation is calculated at $1,000 per volunteer. Contractors may invoice for reimbursement limited to fifty percent of total allocation during the July through December period, with supporting documentation including workbook details, timesheets, and proof of payment. Contractors must comply with all New Mexico statutes, ALTSD policies, and AmeriCorps Seniors federal guidelines, including National Service Criminal History Checks for all volunteers at contractor expense. Semi-annual narrative reports and quarterly volunteer data reports are required, with records maintained for a minimum of six years. The emergency funding covers July 1 through August 31, 2026, bridging to full-year sole-source awards for September 1, 2026 through June 30, 2027.
