About this opportunity

Live Oak Public Libraries (LOPL), a public library system serving Chatham, Effingham, and Liberty Counties in Georgia, is soliciting proposals for professional unarmed security guard services through this Request for Proposals (RFP). The procurement seeks a single qualified firm to provide comprehensive security services across 16 library locations, including the Central Library at 2002 Bull Street in Savannah and 15 branch libraries throughout the service area. Security personnel must monitor premises for safety concerns, maintain visible security presence, respond to incidents using de-escalation techniques, conduct regular facility rounds, maintain incident reports, and coordinate with law enforcement as necessary. Coverage must extend during all operating hours plus 15 minutes before opening and after closing at each location. All security personnel are required to obtain current First Aid and CPR certification, complete de-escalation and customer service training, and pass library-specific orientation with annual refresher training mandatory. The contractor must provide uniforms, flashlights, basic security equipment, and personal protective equipment, while LOPL supplies site-specific post orders, incident reporting forms, emergency contacts, and radios. Proposals must be submitted by 3:00 p.m. on April 6, 2026, with written questions due by April 3, 2026, and the anticipated contract start date of July 6, 2026. The initial contract term is one year with optional one-year extensions subject to satisfactory performance and mutual agreement. Evaluation criteria include the firm's previous experience with similar clients, qualifications of proposed personnel, response to scope requirements and costs, overall submission quality and acceptance of LOPL's terms and conditions, and potential interviews or demonstrations.

The RFP document does not specify set-aside designations or restrictions limiting responses to particular types of organizations, nor does it reference disadvantaged enterprise requirements. No incumbent vendors or current contractors are identified in the procurement materials. All proposed security personnel must pass background checks and comply with E-Verify work authorization requirements. Insurance requirements include $1,000,000 general liability per occurrence, $1,000,000 professional liability per claim, and workers' compensation coverage as required by law, with LOPL named as an additional insured on applicable policies. The RFP does not disclose a specific budget or award value; however, proposers must provide comprehensive cost information identifying all fees and expenses associated with implementation and operation, with LOPL reserving the right to negotiate lower pricing and request best and final offers. LOPL reserves the right to reject any or all proposals and is not committed to award a contract as a result of this RFP.
