About this opportunity

SAIF Corporation, an Oregon independent public corporation, is requesting proposals for fabrication and installation of security fencing at its parking structure located at 655 Bellevue Street SE in Salem, Marion County, with bids due October 14, 2026 at 3:00 p.m. PT and a mandatory site visit required prior to submission.

The scope encompasses custom steel frames fabricated from structural steel suitable for exterior application, wire mesh panels matching existing mesh in the second floor SW stairwell, and installation in two open areas on the second floor SE corner—the SE stairwell landing and the open area across from the stairwell. All materials must be zinc-coat finished. Bidders must attach frames to concrete walls and columns using approved anchors or fasteners meeting structural integrity requirements. Pricing must be itemized separately for each of the two locations.

Prospective vendors must schedule a mandatory site visit to field-verify dimensions by contacting Bridget Ottele at briott@saif.com. Questions are due September 23, 2026 at 3:00 p.m. PT, with all questions and answers published September 30. Bids must include material submittals with product specifications and manufacturer information, a detailed project execution plan with placement diagrams and measurements, and separately itemized pricing.

Successful contractors must enter into SAIF's standard Vendor Services Contract, obtain all necessary City of Salem permits, and comply with applicable codes. Insurance requirements include professional liability of not less than $1,000,000 per claim; commercial general liability of not less than $2,000,000 per occurrence with $4,000,000 annual aggregate; and automobile liability of not less than $1,000,000 per accident. Contractors are responsible for all costs associated with materials, labor, debris removal, and disposal. All contractor and subcontractor employees must undergo criminal background checks prior to facility access. The contract is effective upon signature and expires 12 months thereafter unless extended or terminated earlier. Bidders are encouraged to identify applicable Oregon COBID certifications (DBE, MBE, WBE, ESB, or Service Disabled Veteran status) and must provide references.
