About this opportunity
Western Carolina University Police Department is requesting proposals for comprehensive service and maintenance of its 3xLOGIC CCTV system under RFP 73-RFP-00773, with proposals due August 7, 2026 at 2:00 PM ET. The vendor must be an authorized 3xLOGIC Provider/Center located within 100 miles of the university with a two-hour maximum response time — a geographic and vendor-authorization filter that substantially narrows the competitive field.
The scope covers on-site and remote support for over 1,000 cameras and 55 DVR/NVRs at the main campus in Cullowhee, North Carolina, plus 47 cameras and two NVRs at the Biltmore Park Instructional Site in Asheville. The contractor must provide 24 man-hours per month (288 annually) of service, maintenance, installation, and programming labor; emergency support available 24/7/365; bucket truck services when needed (counted as four man-hours per day); itemized repair and replacement estimates within ten business days; and all installations and repairs carry a 60-day unconditional guarantee. All equipment and infrastructure must be manufactured by 3xLOGIC and camera-compliant with 3xLOGIC standards. The contractor must be registered as a North Carolina vendor in good standing through the Electronic Vendor Portal (eVP), hold appropriate background clearance, and comply with North Carolina Building Codes and Low Voltage Codes.
The initial contract term is one year with two optional one-year renewals at the university's discretion. Work must begin within 30 business days of contract execution. Pricing must include all labor costs for equipment servicing, maintenance, programming, configuration, updates, and patches; out-of-warranty hardware replacement costs are borne by the university. Evaluation criteria, ranked by importance, are vendor technical approach, vendor qualifications, vendor experience, and pricing. The contractor must provide financial stability certification, HUB participation documentation, customer references, and proof of insurance per North Carolina state requirements.
