About this opportunity

The State of Louisiana's Division of Administration/Office of Technology Services is issuing an RFI on behalf of the Office of Juvenile Justice for a secure educational technology system serving youth ages 12–21 in OJJ K-12 and post-secondary programs, with RFI responses due August 31, 2026 at 8:00 a.m. CST. This is market research only; responses will not be scored or evaluated for competitive advantage in future formal solicitations.

The State seeks vendor capabilities across secure, high-speed internet connectivity, instructional technology, classroom management tools, student devices (Chromebooks and laptops), secure assessment platforms supporting Louisiana-approved online testing, learning management system functionality, and comprehensive technical support including installation, configuration, and maintenance. Respondents must address organizational experience in K-12, alternative education, juvenile justice, or similarly secure environments—with preference for comparable statewide or multi-site implementations. Required response content includes technology architecture and hosting models, cybersecurity frameworks, classroom management and LMS capabilities, student device management, assessment platform integration, reporting and analytics, implementation methodology, training and change management, technical support services, disaster recovery and business continuity, system scalability, and integration with State authentication systems and single sign-on infrastructure.

Responses are limited to 50 pages and must be submitted in Microsoft Word or PDF format via Dropbox File Request or hard copy to Charmetra Wells at the Office of Technology Services in Baton Rouge, Louisiana. No cost data may be submitted. Written inquiries are due August 20, 2026 at 4:00 p.m. CST; the State will respond by August 25. Procurement is managed by buyer Courtney Domingue (225-219-6052, courtney.domingue4@la.gov). All submitted materials become State property, and the State reserves the right to revise, cancel, or decline to issue formal solicitation based on RFI responses.
