About this opportunity

The University of Maryland, Baltimore is requesting quotes for scrub laundering services to support the School of Dentistry under RFQ91194EB, with quotes due January 9, 2026 and a question deadline of December 12, 2025. The central capability filters are HLAC (Healthcare Laundry Accreditation Council) and TRSA certifications, mandatory RFID chip tracking systems for all garments and linens, and in-house embroidery capabilities for scrubs — bar code scanning is not acceptable.

The scope encompasses receiving soiled linen from the dental school and returning cleaned, sanitized, pressed, folded, bundled, and hanger-racked lab coats and linens in acceptable condition. The contractor must provide all personnel, equipment, transportation, supplies, vehicles, and facilities. Weekly delivery and pick-up services are required, along with quarterly or monthly usage reports and dedicated locker banks with individual storage for assigned employees' clean scrubs. Processing facilities must be dedicated to healthcare laundry operations, not mixed-use, and deliveries must use healthcare-dedicated route trucks. The contractor must supply all soil bags and equipment at no charge and may not assess hidden charges such as environmental fees, fuel surcharges, automatic replacement charges, inventory maintenance fees, or delivery charges.

The initial contract term is one year, with the University holding an option to renew for five additional one-year terms at its sole discretion. Annual rate adjustments are permitted up to 90 days prior to each contract anniversary, subject to evaluation against the U.S. Bureau of Labor Statistics Consumer Price Index for medical care services (September 2025 baseline: 639.215). The award will be made to the responsive and responsible quoter offering the lowest total price. Quotes must remain valid for 90 days following the closing date. The selected vendor must successfully complete a 60-day acceptance trial period before final contract acceptance.

Insurance requirements include commercial general liability of $1 million per occurrence and $3 million aggregate, business automobile liability of $2 million per accident, and workers compensation at statutory limits. The contractor must comply with HIPAA and Maryland confidentiality requirements, including execution of a Business Associate Agreement if required.
