About this opportunity
The Los Angeles Department of Water and Power (LADWP) is requesting proposals for a Progressive-Design-Build contract to modernize Scattergood Generating Station Units 1 and 2 with green hydrogen-ready combined-cycle power generation equipment, with proposals due September 30, 2026 at 2:00 p.m. Pacific Time. Bidders must be CIP-013 Certified at proposal submittal — a mandatory qualification that filters participation.
The scope includes furnishing, delivering, and installing a combined-cycle power plant with maximum capacity of 346 MW gross and 333 MW net, capable of utilizing a minimum of 30 percent green hydrogen fuel by commercial operation date. The contractor assumes full responsibility for site construction management, environmental compliance, material management, schedule control, cost control, interface system work, quality control, training, and safety programs. The contractor also provides technical services for site construction oversight, commissioning, and performance testing.
The estimated budget range is $700 million to $800 million. The contract structure divides into Phase 1 (design and preconstruction services with a specified not-to-exceed amount) and Phase 2 (construction services under a Guaranteed Maximum Price to be negotiated and finalized on or before baseline design-schedule completion). The contract term is five years from Notice to Proceed, with potential LADWP-discretionary extensions if equipment supply obligations cannot be met within the original term.
LADWP intends to award one agreement. Good Faith Efforts apply to Disadvantaged Business Enterprises, Women-Owned Business Enterprises, Minority-Owned Business Enterprises, and Other Business Enterprises. Proposers must submit a bid bond, cashier's check, or surety bond of not less than 10 percent of the aggregate proposal sum, along with mandatory compliance documents including a Responsibility Questionnaire, CEC Form 50, and CEC Form 55.
Pre-proposal meeting is July 21, 2026 at 111 North Hope Street, Los Angeles; an optional site visit is July 22, 2026 at Scattergood Generating Station in Playa Del Rey. Questions close September 11, 2026, with LADWP responses posted by September 18. Oral interviews are anticipated for October 2026, with proposal review completion by November, Notice of Intent to Award in January 2027, Board recommendation in February 2027, and Notice to Proceed in April 2027. Final approval is subject to Los Angeles City Council review and approval of the associated design-build ordinance.
