About this opportunity
The Housing Authority of Baltimore City (HABC) is soliciting bids for comprehensive exterior grounds maintenance services at scattered-site vacant residential properties and lots throughout Baltimore City under IFB PUR-1828-26, with bids due August 14, 2026 at 2:00 p.m. EST via Bonfire. The contract is subject to Davis-Bacon prevailing wage requirements and Section 3 of the HUD Act of 1968, with a 25% Section 3 worker labor hour benchmark (5% targeted Section 3 workers), filtering bidders to those able to meet employment and training obligations for low- and very low-income persons.
The scope encompasses mowing, pruning, weeding, edging, trash removal, and bulk item removal across 136+ HABC-owned properties. The contractor must furnish all labor, supervision, equipment, vehicles, tools, materials, transportation, fuel, disposal fees, permits, insurance, and incidentals. Routine grounds maintenance operates on a Firm Fixed Price structure with service every 14 calendar days during the growing season (April 1–October 31) and every 30 calendar days during the dormant season (November 1–March 31). Emergency services—health and safety emergencies (4-hour response), illegal dumping removal (24-hour response), storm cleanup (24-hour response), and inspection preparation (24-hour response)—are billed on a Time and Materials basis. Bidders submit flat monthly rates for each property under both seasonal pricing structures.
The not-to-exceed contract value is $250,000 with a one-year term and HABC's unilateral option to renew for up to two additional one-year periods. Maintenance must begin within 10 calendar days of the Notice to Proceed. Contractors must carry Workers' Compensation, Commercial General Liability ($1 million combined single limit), Automobile Liability ($1 million combined single limit), and Pollution Liability ($1 million combined single limit), with HABC named as additional insured. Bidders must hold a current Maryland business license, evidence of good standing with the Maryland State Department of Assessments and Taxation, three professional references from work within the past five years, and a list of current or prior HABC contracts completed within the last two years. A Section 3 Compliance Plan is required; bidders must contact HABC's Office of Resident Services within 10 days of award.
