About this opportunity

The City of Lakeland, Florida is requesting proposals for scaffolding and mechanical insulation services at Lakeland Electric power generation facilities on an as-needed basis under RFP released July 24, 2026, with proposals due August 21, 2026 at 2:00 PM and a mandatory pre-proposal meeting scheduled August 7, 2026 at 10:00 AM at McIntosh Power Plant Unit 5 Assembly Room. A local-vendor preference applies to businesses maintaining a physical location within Lakeland Electric's service territory for at least twelve consecutive months and holding a valid local business tax receipt.

The scope encompasses scaffolding erection, dismantling, and maintenance; mechanical insulation installation, repair, replacement, and removal; and associated labor and materials supporting routine maintenance, forced outages, planned outages, capital projects, inspections, and emergency response at McIntosh Power Plant, Larsen Power Plant, Winston Peaking Station, and other designated facilities. Emergency response requires four-hour notification response; non-emergency work requires twenty-four-hour response. Bidders must submit labor rates (superintendent, foreman, scaffolder, insulator, helper, on-site administrative) for straight time, overtime, and holiday work, plus equipment and material markup percentages and scaffold rental rates. Contractors must carry minimum insurance of $1 million commercial general liability, $1 million business automobile liability, statutory workers' compensation with employer's liability, and $1 million excess liability. All work must comply with OSHA standards, confined space entry procedures, fall protection protocols, equipment operation certifications, and process safety management standards applicable to the McIntosh Power Plant's Selective Catalytic Reduction Ammonia system and water treatment facilities' chlorine systems.

The contract term is one year with four optional one-year renewals upon mutual consent. Evaluation weighs technical approach and work understanding (25%), contractor qualifications and experience (25%), resource management and contract administration (20%), safety and quality management (15%), and pricing and value (15%). A bid bond or certified check equal to 5% of proposed price is required; the successful contractor must obtain a public construction bond equal to contract price within ten days of award. Questions close August 13, 2026 at 5:00 PM.
