About this opportunity
Stony Brook University, a State University of New York institution, is soliciting proposals for a cloud-based dual and concurrent enrollment platform solution to support the Accelerated College Education (ACE) program's management of dual enrollment operations across partner high schools and administrative staff, with proposals due September 11, 2026 at 3:00 PM EST and bidder questions due September 3, 2026 at 5:00 PM EST.
The scope requires a comprehensive, secure, accessible, and user-friendly platform capable of supporting dual enrollment operations. Mandatory technical requirements include integration with PeopleSoft SIS and other SUNY systems. The successful bidder must provide implementation, training, and support services. NACEP recognition and endorsement is specified as a weighted technical criterion.
The anticipated contract term is five years, effective upon approval by the New York State Attorney General and Office of the State Comptroller. The University retains the right to terminate for cause or convenience. The cost proposal must represent a firm, non-revocable, binding offer with a single pricing schedule covering the full-term total cost of ownership; no sales tax should be included. All travel and per diem expenses are the awarded bidder's responsibility. Proposal submissions are binding offers valid for 185 days from the event close date.
Evaluation follows a best-value methodology: administrative review, minimum bidder qualifications review, mandatory technical requirements review, weighted technical capabilities review (63% weight), cost evaluation (30% weight), and presentation evaluation (7% weight). Weighted technical criteria include functional fit and alignment with scope (20%), PeopleSoft SIS and SUNY systems integration (15%), implementation, training, and support plan (10%), bidder experience and client references (5%), NACEP recognition and endorsement (5%), and accessibility practices (8%). Bidders receiving the highest combined composite scores will be invited to participate in a presentation and demonstration at a time and location to be determined. No pre-bid conference will be held. The successful bidder must submit quarterly contract spend reports to the designated contract officer and comply with New York State electronic payment procedures and procurement regulations.
