About this opportunity

The City of Frederick is soliciting proposals for repairs to a deteriorated exterior concrete masonry unit foundation wall at the William R. Diggs Swimming Pool House, 125 West All Saints Street, Frederick, Maryland, with proposals due September 25, 2026 at 3:00 p.m. This RFP is reserved exclusively for certified Small Business Enterprises, and the selected contractor must self-perform a minimum of 50 percent of the contracted work.

A 10 percent local preference applies to City of Frederick–based businesses, not to exceed $100,000. The scope includes mechanical cleaning of moss and algae, surface patching on 74 square feet, replacement of deeply deteriorated concrete masonry units on 74 square feet, inspection of 12 cubic yards below grade for erosion damage, and application of breathable water-repellent coatings on 328 square feet. The contractor must obtain a Commercial Alteration Permit and comply with Maryland Department of Environment erosion and sediment control standards. Below-grade foundation walls must be exposed, inspected, and treated with waterproofing coatings to prevent future moisture intrusion and weathering.

The contract runs through project completion, with the timeframe to be mutually agreed upon. Required insurance includes workers' compensation, commercial general liability ($2 million aggregate), business automobile insurance ($1 million combined single limit), commercial umbrella insurance ($2 million per occurrence), and professional liability insurance ($1 million per incident). Within ten working days of award, the contractor must submit a 100 percent performance bond and 100 percent labor and materialmen's bond; a two-year maintenance bond is required prior to final acceptance.

Proposals are evaluated on a 100-point weighted scale: repair methodology (30 points), qualifications and expertise (20 points), past performance (15 points), price proposal (25 points), and schedule (10 points). A pre-proposal meeting is scheduled for September 10, 2026 at 10:00 a.m. at the pool site. Proposals must remain firm for 120 days.
