About this opportunity
The Maryland Environmental Service is soliciting competitive sealed bids for general labor services on an as-needed basis at three solid waste operations facilities—Midshore I Transfer Station and Landfill (Easton), Midshore II Landfill (Ridgely), and four Caroline County Homeowner Dropoff facilities (Holly Road, Melville Collection Site, Federalsburg Collection Site, and Preston Collection Site)—with bids due August 28, 2026 at 1:00 p.m. This is a Small Business Reserve procurement restricted to certified small businesses meeting Maryland's statutory requirements.
An overall 5% Minority Business Enterprise subcontract participation goal applies; bidders must submit completed MBE documentation or request a waiver, with liquidated damages for non-compliance ranging from $25.23 per day for late monthly reporting to the difference between committed and actual MBE participation amounts.
General labor duties include facility maintenance, grounds keeping, equipment operation assistance, litter collection, customer service at dropoff facilities, snow removal, and related support tasks. The exact number of laborers required daily is at the discretion of the MES Manager at each facility, requested in advance of 18 hours. Workers must communicate effectively in English both orally and in writing, comply with dress code standards (long pants, sleeved shirts, safety shoes), lift up to 50 pounds, and work in outdoor weather conditions.
The initial contract term runs one year from notice-to-proceed with options to renew for up to four additional one-year terms at rates not to exceed 3% annual increases. No bonding is required. Contractors retain sole responsibility for recruitment, hiring, supervision, discipline, compensation, termination, federal and state employment law compliance, wage and hour tracking, tax withholding, and OSHA compliance. MES provides task-level direction and supplies safety equipment including safety glasses, vests, hard hats, and hearing protection. Contractors must provide proof of employment eligibility verification, general liability insurance, and workers' compensation insurance prior to contract execution. Questions are due August 18, 2026 at 1:00 p.m. Site visits can be arranged with at least 24 hours advance notice. Electronic bids must be submitted through the MES Procurement Portal.
