About this opportunity

The Maryland State Highway Administration is soliciting bids for roadside mowing, trimming, and litter pickup services in Carroll County under a Small Business Reserve (SBR) procurement, with bids due July 28, 2026 at 12:00 PM local time through eMMA. This is a SBR procurement limited to vendors certified by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA) — a mandatory eligibility gate.

The scope covers grass cutting, weed eating, edging, and debris cleanup on Maryland Route 32 (MD 26 to the Howard County Line, approximately 13 acres) and Maryland Route 91 (Hollingsworth Road to MD 32, approximately 17 acres). Mowing must be performed using zero-turn, Gravely, rotary mowers, or equivalent equipment with a 40-to-60-inch cut, maintained at three inches height. Normal working hours are 7:30 AM to 3:00 PM, Monday through Friday, excluding state holidays. Bidders must demonstrate a minimum of two years of experience in lawn maintenance and provide three or more professional references.

The contract term is twenty-four months or until contract funds are depleted, whichever occurs first. The fixed-price agreement includes all labor, equipment, materials, supervision, mobilization, and traffic control; no separate payment is made for incidental operations. Commercial General Liability insurance of one million dollars per occurrence and three million dollars annual aggregate is required, along with Worker's Compensation insurance of one million dollars per occurrence. The State will be listed as an additional insured on all policies excluding Workers' Compensation.

Award will be made to the responsive and responsible bidder submitting the lowest total bid price. A pre-bid conference is scheduled for July 22, 2026 at 11:00 AM at 150 Wyndtryst Drive, Westminster, Maryland. Written questions are due July 24, 2026 at 2:00 PM local time. Public bid opening occurs at 2:00 PM on July 28 at the Westminster location. Invoices must be submitted within thirty calendar days of work completion and are paid net 30 days upon receipt.
