About this opportunity

The State of Wyoming, Department of Administration and Information, General Services Division, Procurement Section is soliciting proposals for timber stand improvement and forest treatment work on 678 acres in the Medicine Bow National Forest under RFP 0028-N, with proposals due September 3, 2026, and a mandatory pre-proposal conference on August 11, 2026, at 10:00 a.m. Mountain Time at the project site.

The scope encompasses mechanical timber work on 646 acres—cutting live and dead conifers and dead aspen exceeding seven inches diameter at breast height, processing merchantable conifers and decking at designated landings—and hand-treatment-only work on 32 acres where heavy machinery is prohibited. Additional requirements include constructing slash piles (minimum 15 feet height by 50 feet width by 50 feet length), cutting stumps to maximum six inches above ground, furnishing 250 pounds of certified weed-free grass seed for roads and skid trails, and providing public-alert signage. Work is adjacent to Highway 70. The contractor must furnish all labor, equipment, supplies, and materials; maintain firefighting equipment on-site with capability scaled to National Fire Danger ratings; notify the Agency two days before starting work; and ensure all personnel and equipment arrive clean to prevent invasive species introduction. Work is prohibited between 7:00 p.m. and 7:00 a.m. and on weekends or major holidays without written Agency approval. The contractor is liable for any damages to structures, roads, or Highway 70.

The contract term is one year with optional annual extensions to a maximum of four years. The project manager or vendor may negotiate a plus or minus 10 percent price adjustment per acre if additional acres are awarded later. Tentative award is October 2026, with work beginning June 2027. Proposals are evaluated on a 100-point scale: proposer background and experience (25 points), staffing and project organization (25 points), project work plan (10 points), approach to contract performance (10 points), value added (10 points), and cost analysis (20 points). Proposers must submit three corporate references and two references per proposed staff member from work completed within three years of the RFP release date. Written questions are due August 18, 2026, at 2:00 p.m. Mountain Time. The contractor must provide proof of Wyoming business authorization and current corporate-tax filing before contract execution.
