About this opportunity
The Oregon Department of Transportation is requesting proposals for construction administration and construction engineering inspection services on the Sandlake Road Slide project at Mile Post 10.6 in Tierra Del Mar under Mini-RFP S-73000-00017245, with proposals due August 7, 2026. Eligibility is restricted to consultants holding existing Price Agreements (PA series B39090 to B39097) in ODOT's A&E services contract — a mandatory cooperative-purchasing vehicle that filters the bidder pool.
The scope encompasses five primary task categories: project management and coordination of CA/CEI services; construction contract administration and engineering inspection, including pre-construction conferences, quality assurance planning, monthly progress estimates, and submittal reviews; construction, environmental compliance, and work-zone monitoring (encompassing endangered species consultation, riparian restoration monitoring, archaeological monitoring, and quality control); construction surveying coordination and QA; and project close-out, including as-constructed plans and final documentation. The project involves rebuilding Sandlake Road following a landslide that reduced the roadway to single-lane traffic. The work order is anticipated to begin October 22, 2026 and complete by July 16, 2029. Place of performance is Tierra Del Mar, Oregon. The project is federally funded through FHWA.
Contract value and specific compensation method (cost-plus-fixed-fee, fixed price, time-and-materials, or per-unit pricing) are to be negotiated with the selected proposer, subject to a not-to-exceed maximum determined by ODOT. No DBE participation goal applies; certified small business participation is aspirationally targeted. Proposals are evaluated on 100 points across five criteria: Philosophy and Approach (20 points), Project Samples and References (20 points), Proposer Capabilities (20 points), Project Management (20 points), and Cost Effectiveness (20 points), with interviews potentially adding up to 25 additional points. The apparent successful proposer must maintain an inspector currently registered and certified in active status with ODOT's Quality Assurance Certification Program. Questions are due five calendar days prior to bid opening. Proposal offers are firm for a minimum of 180 days following bid opening. ODOT reserves the right to make additional awards up to nine months following the close of the Mini-RFP.
