About this opportunity
The Port of Olympia is requesting bids for sand filter pod rehabilitation and repair under ITB 2026-1027, with bids due July 20, 2026 at 5:00 p.m. through the Bonfire portal and an optional site visit on July 7.
Prevailing wages as determined by the Washington Department of Labor and Industries are required. Contractors must hold current Washington State contractor licensing, a UBI number, and workers' compensation insurance, and must demonstrate successful completion of comparable stormwater system maintenance or installation projects within the past five years. Contractor responsibility criteria under RCW 39.04.350 and disqualification standards under RCW 39.06.010 and 39.12.065(3) apply.
The scope includes vacuuming and washing all 16 sand filter pods; repairing and recoating compromised epoxy surfaces with Scotchkote 134 fusion epoxy at minimum 8 mils thickness; replacing filter media (160 cubic feet of washed crushed gravel and 368 cubic feet of Lane Mountain silica sand); rebuilding 16 Yardney activated auto backflush valves with new diaphragms and seals; replacing one lower leaking header; and disposing of all spent media. Bidding uses three payment structures: lump sum for all known work including mobilization, media removal and disposal, cleaning, inspection, installation, valve rebuilds, header replacement, and final cleanup; unit price for epoxy repair and recoating based on measured square footage of interior surface area (estimated at 150 square feet); and time and materials rate at the contractor's fully burdened labor rate for owner-authorized unforeseen work.
A bid guarantee equal to 5 percent of total bid price is required. Performance and payment bonds are required at 100 percent of contract value unless the contract is under $150,000, in which case the contractor may elect to waive bonding. Retainage of 5 percent shall be withheld from all payments until project completion, unless a retainage bond is provided. Commercial General Liability insurance with a minimum of $1 million per occurrence and $2 million aggregate, Automobile Liability insurance with $1 million combined single limit, and Workers' Compensation coverage are required, with the Port named as an additional insured.
The contract commences upon execution with a completion date of June 30, 2027, or upon project completion, whichever is earlier. The questions and answer period runs June 25 through July 9, 2026, with addenda issued no later than July 15. The Port will review bids the week of July 20 and select a vendor by July 23.
