About this opportunity

The City of Santa Monica is requesting electronic bids for construction improvements at the San Vicente and Mt. Olivette Reservoir Improvements Project, with bids due October 29, 2026 and a mandatory job walk on September 16 or 17, 2026 at Mt. Olivette Reservoir. This is a prevailing wage public works project subject to California Labor Code requirements; all contractors and listed subcontractors must maintain current registration with the Department of Industrial Relations.

The scope encompasses structural enhancements, pump stations, electrical systems, instrumentation and control systems, paving, drainage systems, and site restoration work at both reservoir locations. Bidders must hold a Class A contractor license at the time of bid submission. The City of Santa Monica's Living Wage Ordinance applies, requiring a minimum wage of $25.00 per hour for eligible employees on contracts exceeding $54,200.

The project estimate is $27.344 million with a 730-calendar-day contract duration. Liquidated damages are set at $13,200 per calendar day. The successful bidder must provide a bid guarantee equal to at least 10 percent of the bid amount (certified/cashier's check or bidder's bond) and, within ten days of award notification, execute the contract and provide Performance Bonds and Labor and Material Payment Bonds each equal to 100 percent of the contract sum.

Questions are due October 8, 2026 at 3:00 PM. Bidding documents are available through the City's OpenGov e-Procurement Portal at https://procurement.opengov.com/portal/santa-monica-ca. All bid submissions will be publicly viewable through OpenGov immediately following the bid close time. The project will utilize Procore for all documentation and coordination. Bidders must comply with Oaks Initiative and Levine Act disclosure requirements and submit non-collusion declarations, prevailing wage job acknowledgments, and subcontractor lists.
