About this opportunity
The Town of Matthews is requesting sealed bids for construction of the EB-5783 Sam Newell Multi-Use Path, a federally funded Locally Administered Project (LAP) administered by the North Carolina Department of Transportation (NCDOT), with bids due September 16, 2026 at 10:30 a.m. and a mandatory in-person pre-bid meeting on September 2, 2026 at 11:00 a.m. The project receives federal funding through NCDOT and is subject to Build America, Buy America (BABA) requirements for domestic material sourcing.
The scope spans approximately 0.64 miles of 10-foot-wide concrete multi-use path construction along Sam Newell Road (SR-3168) from Williams Road to Crown Point Elementary School, including retaining wall, concrete curb and gutter, stormwater pipe, pedestrian ramps and crossings, and pavement marking. The contract runs from October 1, 2026 through October 1, 2027, with intermediate contract times established for August 15, 2027 (general work completion) and June 15–August 15, 2027 (traffic control work phase). Liquidated damages are assessed at $200 per calendar day for overall contract performance, $1,000 per calendar day for Intermediate Contract Time Number 1, and $125 per fifteen minutes for Intermediate Contract Time Number 2.
Bidders must be prequalified with NCDOT for the appropriate discipline and hold valid North Carolina general contractor licensing (required for contracts valued at $30,000 or more); if initially unlicensed, contractors have a 60-day window post-bid opening to obtain it. Bid, Payment, and Performance Bonds from NCDOT-approved forms are required. Standard federal provisions apply, including prevailing wage, non-discrimination, minority and female employment, and on-the-job training requirements. No DBE goal applies to this contract. No retainage is held on progress payments. Work is subject to erosion and sediment control certification, construction moratorium restrictions (no tree cutting April 1–October 15), and traffic control restrictions prohibiting lane closures on SR-3168 during peak hours (6:00–9:00 a.m. and 4:00–7:00 p.m. Monday–Friday) and holiday periods. Sealed bids are submitted to Chrisean Hardy, Engineering Project Manager, 232 Matthews Station Street, 2nd Floor, Matthews, NC 28105, with opening at 11:00 a.m. on September 16, 2026.
