About this opportunity

The City of Anaheim Public Works Department is requesting proposals for preparation of a comprehensive Safe Routes to School Plan, with proposals due August 10, 2026, and requests for information due July 20, 2026. The project directly supports Anaheim's Local Road Safety Plan implementation, targeting reduction of pedestrian and bicycle collisions near schools through walking and biking infrastructure and planning.

The scope encompasses project management, community outreach and data collection, GIS mapping, walking audits at each public and charter school site, development of six prioritized Safe Routes to School corridors with conceptual drawings and order-of-magnitude cost estimates, Safe Routes to School maps for each school, community meetings with stakeholders, and a final citywide plan organized around six implementation strategies: education, encouragement, enforcement, engineering, evaluation, and equitable outcomes. The consultant must maintain a single designated Project Manager as primary point of contact and participate in weekly project development team meetings as needed. Valid business license and compliance with all applicable federal, state, and local laws are required.

The maximum budget is $980,000, with project completion required by December 2028 per grant requirements and anticipated City Council approval on September 29, 2026, with project commencement within 30 days of approval. The project is funded through a Safe Streets for All grant. Proposals must not exceed 20 double-sided pages and must be submitted via the OpenGov portal with a detailed fee schedule broken down by task and team member.

Selection uses six weighted evaluation criteria: ability to perform specific tasks (15%), qualifications of individual team members (20%), time and involvement of key personnel (15%), reasonableness of fees (10%), demonstrated record of success on previous work (10%), and specific methods and techniques (30%). The City reserves the right to conduct oral interviews with top-scoring proposers within five business days of notification.

Opportunity text

Notice is hereby given that the City of Anaheim is soliciting proposals from qualified firms to prepare a Safe Routes to School Plan for the City of Anaheim. The City of Anaheim Safe Routes to School Action Plan represents an initiative to advance walking and biking as safe and healthy ways to get to and from school in our community. Anaheim has made great strides in promoting walking and biking as safe and viable transportation options. Infrastructure improvements and local planning efforts within the past decade helped bring active transportation to the forefront of the Citys agenda. However, collisions involving people walking and biking have continued to occur. Anaheim's Local Road Safety Plan (LRSP) analyzed collisions over the span of 2015-2019. During that time a total of 449 pedestrian-involved collisions occurred, representing 3.8% of all collisions within the City. Of the 449 collisions, 19 were fatal and 50 were reported serious injuries. During that same study period there were 460 bicycle-involved collisions, representing 3.6% of all collisions in the City. Of the 460 bicycle-involved collisions, one was fatal and 27 were reported serious injuries. One of the implementation actions identified in the LRSP for improving traffic safety was the pursuit of grant funds for Safe Routes to Schools projects and programs. This Project will directly support that implementation action and result in a reduction of frequency and severity of collisions near Anaheim schools.
