About this opportunity
The Missouri Department of Health and Senior Services is requesting proposals for Rural Medical Clerkship Development under RFP 0000000444SL, with proposals due July 17, 2026 (extended by Amendment No. 02 from the original July 7 deadline). The solicitation seeks contractors to develop new or expand existing medical student clerkship programs in rural healthcare facilities through formal affiliation agreements with eligible Missouri medical schools.
Eligible contractors must be physically located in Missouri counties participating in the TORCH Care model — all counties except Boone, Cass, Clay, Cole, Greene, Jackson, Jefferson, Platte, St. Charles, St. Louis, and St. Louis City. Minimum qualifications include three years of operation as a Missouri hospital, rural community-based ambulatory care center, or formal partnership; five years providing care to rural communities; three years training medical sciences students; three years engaging communities to improve health services; and five years managing budgets. Contractors must commit to hosting at least three medical students per year (or expanding by at least two positions annually for existing programs) and ensure more than 50% of clinical rotations occur in eligible rural counties. Executed affiliation agreements with eligible medical schools must be completed by August 30, 2027.
The contract period runs from the effective date through July 31, 2027, with renewal options for two additional one-year periods at the state's discretion. Pricing is firm and fixed. Allowable costs include personnel compensation (program director and coordinator), faculty and program development, student recruitment, consultant fees (capped at 25% of total funding), travel, equipment and supplies (not exceeding 10% of budget), and indirect costs (capped at 8% of modified total direct costs). The contract involves federal funding; contractors are classified as subrecipients under 2 CFR 200.330 and must comply with OMB Uniform Administrative Requirements, debarment and suspension certifications, anti-lobbying provisions, civil rights protections, and single audit requirements if federal expenditures exceed applicable thresholds.
Proposals must be submitted electronically through MissouriBUYS. The pre-proposal teleconference was held June 25, 2026. No incumbent exists for this program. Amy Raymo is the buyer and primary contact at (573) 522-1620.
