About this opportunity
The Oregon Department of Transportation (ODOT) is soliciting proposals for RUC Outreach and Communications services under Mini-RFP #S-73000-00016505, with proposals due July 21, 2026. Eligibility is restricted to consultants holding existing Price Agreements in the RUC America PA series (PA numbers 73000-00036367 to 73000-36376 and 73000-00046112) — this is a mandatory cooperative-purchasing vehicle that filters all respondents.
The scope encompasses project management, Phase 1 implementation planning, development of a statewide OReGO Education Communications Plan, creation of educational tools, public awareness campaigns, and website development and handoff. The project supports Oregon's Road Usage Charge (RUC) program established under House Bill 3991, which phases in mandatory requirements for electric vehicles, plug-in hybrid electric vehicles, and hybrid electric vehicles beginning July 1, 2027. Work is performed in Salem, Oregon, with an anticipated start date in Fall 2026 and completion targeted by December 2031.
The anticipated budget ceiling is $750,000. ODOT intends to use fixed-price-per-task compensation but reserves the right to modify the compensation method through negotiations. Funding sources include State and Federal Highway Administration funds. There is no DBE participation goal.
Evaluation allocates 50 points for understanding of requested services, 90 points for project team qualifications and ability to meet schedule, 65 points for description of proposed solution, 15 points for clarity and conformity with requirements, and 40 points for price (lowest-priced proposer receives 40 points, second-lowest 35, third-lowest 30, all others zero). ODOT may award up to 100 additional points for interviews or follow-up questions if conducted. Proposals must include a completed cover sheet with contact information and certifications, key staff resumes (template provided), and a detailed price proposal with fully loaded billing rates by job classification. Questions are due five calendar days prior to the bid opening date. Award notices are anticipated within approximately five business days after scoring completion.
