About this opportunity
The School Board of Orange County, Florida (OCPS) is requesting bids for rubberized track maintenance and repairs on an indefinite delivery, indefinite quantity (IDIQ) basis, with bids due July 21, 2026 at 2:00 PM ET and a voluntary pre-bid meeting on June 30, 2026 at 9:30 AM EST via WebEx. The contract carries participation goals: 12% Minority/Women-Owned Business Enterprises (MWBE), 10% Local Developing Businesses (LDB), and 3% Veteran Business Enterprises (VBE).
The scope encompasses annual inspections, surface cleaning and pressure washing, repairs, line re-striping, resurfacing and re-topping, and new installation services for rubberized athletic tracks across 24 high school facilities. Contractors must demonstrate a minimum of three years of experience with rubberized track inspections, maintenance, repairs, and installation completed within the past three years. Required certifications include Certified Track Builder (CTB), manufacturer certification (BSS 200 or Advanced Polymer Technologies), and American Sports Builders Association certification. A Florida General Contractor license is preferred but not required if subcontractor capabilities are available.
The estimated total contract value is $2,500,000, though quantities are estimates only and do not obligate OCPS to purchase those amounts. The contract will be awarded for an initial three-year term with two optional one-year renewals at the same prices, terms, and conditions. Pricing must be submitted in Excel format and include all direct costs for labor, materials, standard equipment, and overhead, with rental equipment and subcontracted services permitted when accompanied by itemized documentation subject to a maximum 10% markup.
Contractors must maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability coverage of $1,000,000 per accident, and workers' compensation insurance in statutory amounts, with OCPS named as additional insured. Questions are due July 9, 2026 at 2:00 PM ET.
