About this opportunity

Harris County, Texas is requesting qualifications from multiple professional architectural and/or engineering firms to provide construction materials engineering and testing services for various projects under the Office of the County Engineer, with submissions due October 5, 2026 and a pre-submittal conference on September 15, 2026 at 3:00 p.m. CST via Microsoft Teams. Harris County intends to award contracts to multiple firms and will assess M/WBE participation goals upon project scope development.

Respondents must choose one of two hypothetical projects: the Garth Road Section 1 & 2 project with an estimated budget of $19.35 million for a four-lane concrete boulevard with underground storm sewer and detention systems, or the County Administration and Service Center project with an estimated budget of $25 million for a 35,000-square-foot two-story office building. The scope encompasses soils testing, concrete material testing, asphalt testing, structural steel testing, masonry testing, fireproofing inspection, and wood framing inspection.

All respondents must be registered with the State of Texas and maintain fully licensed personnel capable of providing engineering services and sealing reports. Prospective vendors must complete and submit the Certificate of Interested Parties (Form 1295) prior to proposal submission; failure to comply results in potential disqualification. Evaluation will be on the basis of demonstrated competence, qualifications to perform the services, and fair and reasonable pricing in accordance with Texas Government Code Section 2254.003.

The initial contract term includes four one-year renewal options, renewable one year at a time, subject to Commissioners Court approval. Pre-submittal conference attendance is encouraged but not mandatory. All questions must be submitted in writing through the Bonfire platform at https://harriscountytx.bonfirehub.com by the deadline specified in the Events Schedule, with compiled Q&A released as a Public Notice.
