The City of Durham Department of Water Management is requesting proposals for routine generator maintenance and emergency repair services for generators at multiple water and wastewater facilities, with proposals due July 24, 2026 at 3:00 PM and a pre-submittal conference on July 9, 2026 at 11:00 AM.

The scope covers preventative and emergency maintenance for one diesel engine and eighty-one generators ranging from 10 kilowatts to 2,500 kilowatts across two water treatment plants, two water supply dams, two booster pump stations, one elevated water storage tank site, two water reclamation facilities, sixty-three lift stations, and two administrative/compliance buildings. The contract term is three years with two optional one-year extensions at the City's discretion. Pricing is submitted on a unit cost basis per generator by fiscal year (FY27, FY28, FY29), with separate hourly rates for emergency services and non-routine repairs, plus markup percentages for subcontractors and consumables.

Contractors must demonstrate at least five years of experience maintaining a minimum of twenty generators of varying manufacturers and sizes with minimum 480-volt 3-phase power and 30 kilowatts capacity. Contractors must maintain Commercial General Liability insurance of $1 million per occurrence and $2 million aggregate, Automobile Liability of $1 million combined single limit, and Workers' Compensation with $1 million Employer Liability limits, with the City named as additional insured.

Evaluation criteria are team qualifications (25 points), project experience and references (25 points), team location and availability (20 points), and cost (30 points). No MBE or WBE set-asides or participation goals apply. Questions are due July 17, 2026 at 3:00 PM.
