About this opportunity
The City of Pasadena is soliciting proposals from qualified planning consultants to develop the Rose Bowl Area and Brookside Park Multimodal Connectivity Plan, with proposals due July 31, 2026 at 3:00 p.m. and questions due July 17, 2026. This planning engagement is funded through the California Department of Transportation's Sustainable Transportation Planning Grant (STPG) program.
The scope encompasses eleven planning tasks across a maximum 24-month schedule: project management, existing conditions analysis, community engagement, traffic analysis, parking operations, transit service evaluation, active transportation assessment, safety analysis, multimodal education and Transportation Demand Management strategies, plan finalization, and City Council presentations. The consultant will assess current multimodal conditions, analyze traffic, parking, transit, active transportation, and safety challenges, and develop data-driven recommendations for walking, biking, transit, micro-mobility, and vehicle access improvements. Deliverables include technical reports, conceptual designs for ten priority safety improvement locations, a GIS data package, multimodal education materials, planning-level cost estimates, and presentation materials. The engagement emphasizes equity-centered community engagement with particular focus on historically under-represented communities in Northwest Pasadena, conducted through workshops, surveys, pop-up events, and collaboration with a Community Advisory Committee.
Proposers must hold either a Professional Engineer (P.E.) license or American Institute of Certified Planners (A.I.C.P.) certification and must demonstrate relevant experience through completion of a Relevant Experience Form documenting three similar completed projects. The technical proposal and statement of qualifications are limited to 50 pages combined; the price proposal is submitted separately in lump-sum format detailing all labor, materials, travel, lodging, and incidental costs.
The City requires compliance with the Pasadena Living Wage Ordinance for contracts exceeding $25,000, California prevailing wage requirements, equal employment opportunity practices, and various compliance disclosures including conflict of interest certifications, federal lobbying disclosures, taxpayer protection compliance, and disqualification verification. Proposers must submit proof of professional liability insurance prior to contract award and a 12-character Unique Entity Identifier (UEI) from SAM.gov; failure to submit the UEI renders the response non-responsive. All proposals become public record upon City Council recommendation, except elements clearly marked as trade secrets or confidential information.
Opportunity text
The City of Pasadena is soliciting proposals from qualified consultants to lead the development of the Rose Bowl Area and Brookside Park Multimodal Connectivity Plan. Funded through the Sustainable Transportation Planning Grant (STPG), this effort will create a long-range strategy to enhance walking, biking, transit, micro-mobility, and vehicle access to one of Pasadena's busiest community and regional destinations. The plan will address everyday park use, neighborhood connections, and major event operations-while supporting City goals for safety, sustainability, and equitable access.
The selected consultant will assess multimodal conditions; analyze traffic, parking, transit, active transportation, and safety challenges; and develop innovative, data-driven recommendations. A strong emphasis will be placed on equity-centered engagement, including workshops, surveys, pop-up events, and collaboration with a Community Advisory Committee to ensure the plan reflects the needs of Pasadena residents, particularly historically under-represented communities.
The final product will be a cohesive, actionable plan supported by technical analysis, community input, conceptual designs, and planning-level cost estimates-providing the City with a clear roadmap for future mobility investments in the Rose Bowl and Brookside Park area.
