About this opportunity
The Town of Manchester, Connecticut is requesting sealed bids for roof replacement at Fire Station #1 under ITB 25/26-77, with bids due electronically by 11:00 a.m. on August 27, 2026, and a non-mandatory pre-bid meeting scheduled for August 13, 2026 at 10:00 a.m. at the station.
The scope covers removal and off-site disposal of approximately 7,100 square feet of existing ballasted built-up roofing, deteriorated roof decking, wood blocking, roof drains with associated piping, and metal flashings, followed by installation of a complete EPDM membrane roofing system with underlayment, flat and tapered insulation, blocking, new roof hatch, new flashings, coping, fascia, sheet metal trim, and scuppers. The project is subject to Connecticut prevailing wage requirements with annual adjustments effective each July 1.
Bid pricing must be submitted on a lump sum basis for the base bid with unit prices provided for material removal and replacement line items, including Tectum roof deck replacement, pressure-treated wood blocking additions, and deductions. Each bid must be accompanied by a bid bond or certified cashier's check equal to five percent of the total base bid price, payable to the Town of Manchester and mailed to the Purchasing Division by August 27, 2026. The successful contractor must submit performance and labor and materials bonds equal to 100 percent of the contract price within ten business days of award or prior to work commencement, whichever occurs first.
Contractors must provide comprehensive insurance coverage including workers' compensation, commercial general liability with $1,000,000 combined single limit per occurrence and $2,000,000 aggregate, automobile liability with $1,000,000 coverage, and umbrella or excess coverage with $1,000,000 limit. Questions are due by August 19, 2026 at 4:00 p.m. Sealed bids are submitted through the Town of Manchester's OpenGov procurement portal, with bid opening occurring virtually via Zoom on August 27, 2026. The Town reserves the right to reject any or all bids and to award based on the best interest of the Town rather than lowest bid alone.
