The California Department of Highway Patrol is requesting bids for roof maintenance services at the CHP Grapevine Commercial Vehicle Enforcement Facility (CVEF) in Lebec under an IFB, with bids due August 6, 2026 at 2:00 PM and a mandatory walk-through on July 16, 2026 at 11:00 AM. Bidders must hold a valid California Contractors State Licensing Board C-39 Roofing License and be registered with the Department of Industrial Relations as public works contractors—both are mandatory eligibility filters. The scope includes debris removal, photographic documentation of deficiencies on a Roof Inspection Checklist, interior and exterior building inspections for water penetration, frost buildup, and structural distress, assessment of flat roof surface condition (blisters, ridges, cracks, membrane deterioration, open joints), inspection of walk pads, flashings, gutters, downspouts, shingles and tiles, and metal roofing for rust and loose fasteners, and evaluation of water ponding exceeding one inch depth persisting more than 72 hours after rain. Work is performed at 32829 Interstate 5, Lebec, California 93243.
The resulting agreement is effective November 1, 2026 through October 31, 2029 (three years), with CHP reserving the right to extend. The award will be made to the responsive and responsible firm offering the lowest bid after adjustment for applicable preferences. Small business and micro-business certifications qualify for up to a 5% preference; non-small businesses with 25% small business subcontractor participation qualify for up to a 5% preference; and DVBE participation qualifies for a 1% to 5% incentive depending on participation level, though the DVBE participation requirement has been waived for this solicitation. Written questions are due July 23, 2026 at 10:00 AM. Bidders must sign in at the mandatory walk-through; bids from contractors who do not attend are not considered.
