About this opportunity
Douglas County Government Finance Department is requesting qualifications for roof inspection services on an as-needed basis, with responses due October 21, 2026 at 3:00 p.m. The contractor must maintain an office within Douglas County or the Metro Denver/Front-Range area with staffed representation during business hours.
The scope encompasses roofing inspections performed in accordance with Douglas County adopted codes. Inspection requests are submitted electronically daily, typically ranging from five to twenty-five requests but potentially exceeding one hundred following severe weather events. The contractor must demonstrate knowledge of 2021 and 2024 International Building Code and International Residential Code standards, familiarity with roofing manufacturer installation instructions, and knowledge of the 2025 Colorado Wildfire Resiliency Code.
Minimum qualifications include five years of roofing inspection experience, current or recent references from similar contracts, criminal background clearance, and drug screening. The contractor must provide a detailed fee schedule with billing rates per inspection type with no administrative or overhead costs passed through to the County. All pricing must reflect Douglas County's federal tax exemption (84-6000761) and state registration (98-04428). The contractor supplies all tools and equipment and utilizes privately-owned vehicles with no mileage or fuel reimbursement.
The initial contract term runs January 1, 2027 through December 31, 2027, with County options to renew for two additional one-year periods under the same terms and conditions. Pricing is firm and fixed for each contract period, contingent upon annual funding appropriation and County satisfaction with services. Payment terms are Net 30, with the County preferring purchasing card payment. Questions are due October 9, 2026. Responses must be submitted electronically through the Rocky Mountain E-Purchasing/BidNet System.
