About this opportunity
The State of California Department of General Services, Facilities Management Division (FMD) is requesting bids for roll-up doors maintenance services across seven state-owned facilities in Sacramento under IFB with bids due October 29, 2026 at 2:00 p.m. A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation minimum applies, with incentive bonuses available for participation of 7% or greater (up to 5% bonus). Small Business preferences of 5% are available for certified California Small Businesses, and non-small business subcontractor preferences are available for 25% certified small business subcontractor participation.
The scope encompasses preventive maintenance, repairs, parts, and door replacement services at seven facilities: California Food and Agriculture (CDFA), Capitol Area Development Authority (CDCA), Department of Rehabilitation (DOR), New Labor Resources Agency (NLAB), State Personnel Board (SPB), California Environmental Protection Agency (CalEPA), and California Natural Resources Agency (CNRA), all located in Sacramento.
Contractors must hold a valid D-28 Doors, Gates, and Activated Devices license from the California Department of Consumer Affairs; proof of general liability, commercial automobile, and worker's compensation insurance; and provide a minimum of three professional references for similar work within the last five years. The contract is subject to prevailing wage requirements with August 2026 rates applied, and bidders must register with the Department of Industrial Relations where required by law.
The anticipated contract term is three years with rates fixed for the entire period. The cost sheet requires rates for preventive maintenance, foreseeable repairs with itemized labor and parts, and unforeseeable repair services at normal and after-hours hourly rates. Travel, freight, trip, tax, and fuel surcharge costs are not reimbursable; the contractor supplies incidental materials such as grease and lubricants at no additional charge to the State.
A non-mandatory walk-through is scheduled for October 6, 2026. Written questions are due October 9, 2026, with responses posted October 19, 2026. Sealed bids must be delivered by mail or hand delivery to the DGS/OBAS Bid Drop Box, with bid opening on October 29, 2026 at 2:00 p.m.
